Documents must receive an apostille from the issuing national or state government. In other words, documents issued by the Consulate may be legalized at the Consulate. Documents issued in the United States must be legalized by the Secretary of State of the state that issued the document (regardless of where you live or where the document will be presented). There is generally no need to receive certification from the Federal government.
