An Israeli citizen is entitled to submit a request for a certificate verifying his/her citizenship.
An individual who is not a citizen--one who renounced their citizenship in the past or was a resident of temporary or permanent status--can submit a request for a certificate verifying their non-citizenship.
The request can be submitted by appearing at the Consulate in person or through the mail. The certificate will be received at the Consulate 4-6 months from the date the request is made and will be forwarded to the address of the applicant.

There is a fee of $17 for the certificate, payable by cash, credit card or money order made payable to "The Consulate General of Israel in New York." The Consulate does not accept personal checks.
Submitting a request by Mail
If you are unable to appear at the Consulate in person you may submit your request by mail. To do so, you must provide the following:
Request for a Certificate Attesting Citizenship or Noncitizenship (2.05 MB), signed in the presence of a Notary Public.- Return address, clear and complete, together with a contact phone number.
